Are there any golf courses open year round in North Texas?

Yes, unless it is freezing or raining all golf courses in North Texas are open year round.
There are lots of muni courses which would be relatively cheap where he can play without a tee time or another player.
Look under the city parks department for addresses and phone numbers.
The City of Dallas has several and all suburbs have at least one.
