		<description>Rules fo Golf have been in transition since they were made part of the game. The reason for rules and the Decisions on the Rules was to get everyone who plays the game to do so within the same framework. This is one of very few sports where the honesty of the player is uppermost and where players call infractions against themselves. In the case where the club is not grounded and the ball moved and the player has not taken his full address position, there is no penalty. However, even if his club is not grounded and he has taken the full address position and the ball moves, he has been deemed to have caused the ball to move and will be penalized accordingly.</description>
