Golf rules need help?

I was in a golf competion(stroke play) and i got to the 17th hole, it was a blind shot and the other player hit his first ball and it looked like it could be lost so he hit a provisinal shot which went in more or less the same place, he used 2 identical balls with no id marks on them, when we got around the corner he found one of the balls(pro v 1’s which damage easily)and this ball had not even one mark just a little bit of mud and this is ment to be the ball he had used all day,he was shouting and ranting saying that was his first ball, he went on to win the comp, is that what should have happened,any answers welcome
(At the start of the hole i told him to mark his second ball but he said the other ball is worn and ill know the difference.

Basically you just got hosed. When a golfer needs to hit a provisional ball he needs to tell and show the person he is playing with the ball he is using. It can’t be the same make and number that he was using prior unless he marked it differently than the first ball. What you should have done is asked him to use a different ball or see him mark the ball differently than he did his first ball. In competition you need to let your playing partners know when they are changing balls so things like this don’t happen. You couldn’t do a thing about it after you let him hit the same ball and number for his provisional, hopefully you weren’t playing for money but you did learn a valuable lesson.
He may have gotten over on you. Too late now, but, in the future, ask your playing partner(s) on the first tee how they have their ball marked for identification. If someone in the group does not mark their ball, simply give them a marker and ask them to mark their ball for identification. Make an issue of it if you need to. Usually, a tourney has a starter on the first tee. You can do this jokingly to keep tension down but you should request it every time.
The game is tough enough without having to contend with cheaters.

According to the rules, if he did not play a different number, or at least different markings, announce it and show it to his playing partners before putting it in play, then the ball that he finds is by rule the 2nd one and he is now playing his 4th shot. If he signs for a score without those penalty shots he is disqualified.
The way to address that is to stop it at the tee, tell him to mark the 2nd ball or at least show it to the group before hitting. Tell him you are protecting him from an unwanted penalty.
The guy cheated
cg + 1 gave you the proper answer. If a provisional ball with the same number and no distinguishing markings is played , then the ball which is found must be declared the second ball and is subject to the stroke and distance penalty. As a starter for the State Golf Association ,each player, prior to his tee off, is asked to identify his ball with all his playing partners. He is asked to place a distinguishing mark for positive identification if one isn’t evident.
